Medical specialties have more applicants than the number of places available and usually allocate them on the basis of rating the candidates on a relevant set of attributes or criteria - typically on the basis of interviews as well as other evidence. Given the selection process is spread out over time a benchmark rating is usually established, with subsequent 'tweaking' to achieve the desired target, depending on the number who achieve the benchmark.
