What should the town council do with the beach site?
The town council of Polena, located in the country of Orlandia, is deciding what to do with a prime town centre site adjacent to its excellent beach and nearby famous coral reef. They have reduced their options to 3 (see Options) and are calling for submissions from representatives of interested parties (see Stakeholders) which take into account a set of considerations (see Attributes)

A 500-bed six floor hotel-casino complex
A 150-bed two floor hotel without casino
No hotel. The area to be landscaped as a public park and recreation area, with the informal market currently occupying a quarter of the site preserved. Several old buildings, including a community hall serving as the place of worship for the main religious minority in the town, will also remain. (Both market and hall would be relocated, but much further from the town centre if options 1 or 2 were adopted.)
