Norman Daniels and James Sabin propose four criteria for judging whether a procedure for allocating scarce resources is ‘accountable for reasonableness’, i.e. conditions which ‘fair-minded people’ would agree are relevant. If the available procedures vary in the degree to which they meet these criteria (none meeting them all perfectly) and the criteria are not of equal importance we could employ Annalisa to evaluate them.
